Parking fines in Melbourne
Melbourne parking fines under the Road Rules rest on a genuinely statewide tariff: Schedule 6 of the Road Safety (General) Regulations 2019 prices the Road Rules parking offences in penalty units for the whole state. Councils also make local laws with their own penalties — a real layer this page describes as prose, without inventing a council tariff it has not sourced.

Most parking fines issued in Melbourne rest on Schedule 6 of the Road Safety (General) Regulations 2019: reg 66 makes the amount in the schedule’s column 4 the infringement penalty for each Road Rules parking offence, statewide. A loading-zone fine in a Melbourne street and the same offence in a regional town are the same item, the same penalty units and the same derived amount.
The schedule states each penalty in penalty units, not dollars. The dollar figures in the tables below are the units multiplied by the gazetted value of a penalty unit — $209.10 for 1 July 2026–30 June 2027 — which is why they shift slightly each July while the schedule itself stays put.

Who and how
Who issues a Melbourne parking fine, and what to do with one
Two kinds of issuer, one extra layer of law, and one honest boundary about council amounts.
Parking fines in Melbourne are issued by councils and by Victoria Police. For the Road Rules offences in the tables above, who issued the notice changes nothing about the amount: the penalty is the schedule row’s, wherever the officer came from.
Councils also make local laws of their own, and some parking matters — certain off-street areas and permit schemes among them — are priced under that local-law layer rather than under Schedule 6. Those amounts are set council by council.
A parking fine can be challenged through internal review by the authority that issued it. The request is made to the issuing authority, on the grounds it accepts, within the period stated on the notice — the notice itself is the document that names the deadline and the channel. Paying works the same way: the issuing council’s official channel, as printed on the notice, is where a Melbourne parking fine is paid or reviewed. This site does none of that, holds no records and cannot see your fine.
